Née à New-York en 1961.
Diplômée de l’Université de Yale, elle part s’installer en Israël en 1988 pour y enseigner la photographie.
Elle réalise parallèlement plusieurs travaux photographiques en vue de sensibiliser l’opinion publique au processus de paix au Moyen-Orient.
Entre 1995 et 2001, elle développe notamment Beyond Borders, un projet de rencontres entre jeunes Palestiniens et Israéliens autour de la photographie.
Ce travail collectif de réflexion sur la représentation de l’identité par l’image a été exposé à Belfast, Dublin, Belgrade, Paris, New York, Jérusalem et Gaza ainsi que dans d’autres villes aux Etats-Unis et en Europe.
Mère de trois enfants, Hally Pancer vit aujourd’hui en France où elle enseigne la photographie à l’école Parsons de Paris ainsi qu’à l’ESAD d’Amiens.
Ses photographies ont été exposées dans de nombreux lieux, notamment au Jeu de Paume (Paris 1994), à l’Israel Museum (Jérusalem 1997), au MOMA (New York 2000) et aux Rencontres d’Arles (2005).
